CCI's 2027 Pre-Budget Recommendations for the Québec Government
October 20, 2026
Québec has invested in the research, talent and institutions that help new technologies emerge. Turning those strengths into globally competitive Québec companies requires policies that support businesses as they find customers, raise capital and expand into new markets.
Public procurement can give homegrown companies the anchor customers they need to demonstrate their technology and grow. Better access to investment capital can help founders pursue that growth while keeping intellectual property and economic value in the province. Faster, more predictable immigration pathways would help scaling businesses secure specialized talent when they need it.
Québec also has an opportunity to connect its artificial intelligence (AI) research strengths with wider commercial adoption. Supporting access to computing infrastructure and collaboration with researchers would help companies put AI to work. A digital sovereignty strategy would complement those efforts by protecting sensitive data and building demand for domestic technology providers.
The Council of Canadian Innovators (CCI) is putting forward five recommendations for Budget 2027 to help Québec translate its innovation strengths into stronger homegrown companies and long-term prosperity:
- Modernize Québec’s Public Procurement to Help Build Quebec Companies.
- Make Access to Capital Easier for Québec’s Scaling Companies by Introducing a Québec Innovation Venture Capital Tax Credit to make Access to Capital Easier for Québec’s Scaling Companies.
- Develop and Implement a Robust Digital Sovereignty Strategy.
- Introduce an AI Adoption Strategy, with the Government Acting as an Early Adopter.
- Make Immigration Work for Innovators and Align Talent and Immigration Pathways with the Needs of Scaling Companies.
