CCI Welcomes BorderPass to Our National Network of Innovators
August 19, 2026
The Council of Canadian Innovators is proud to welcome BorderPass and Co-Founders and Co-Chief Executive Officers Sally Daub and Josh Green to our growing national network of Canadian technology companies.
Based in Toronto, BorderPass is an AI-native legal technology company that pairs artificial intelligence with oversight from licensed lawyers to help people and organizations navigate immigration and global mobility. The company is helping to advance the use of AI in law, embedding it directly into legal workflows within clearly defined guardrails to make complex, high-friction processes faster, more accurate, and more transparent.
BorderPass enables leading colleges, universities, and multinational employers to attract and retain the best and brightest talent from around the world. Its platform supports employers hiring internationally, educational institutions serving international students, and individuals applying for study permits, work permits, and permanent residence.
Access to skilled talent drives Canadian growth — and the proof is already at scale. To date, BorderPass has represented newcomers from more than 150 countries, and has helped tens of thousands of individuals and organizations pursue seeking global opportunity. The company has been recognized by Deloitte, the Financial Times, and The Globe and Mail as one of North America’s fastest-growing companies, and is actively expanding its platform into international markets.
BorderPass is led by Co-CEOs Sally Daub and Josh Green, who together drive the company’s technology and AI strategy. Daub previously founded and led semiconductor company ViXS Systems, growing it to more than $100 million in annual revenue and taking it public on the Toronto Stock Exchange. Green combines regulatory and legal expertise with a systems-driven approach to building vertical AI infrastructure, architecting BorderPass to own the full customer journey and embed AI directly into execution layers. Under their leadership, BorderPass captures structured data at every stage of the immigration lifecycle, creating data flywheels that continuously strengthen automation, accuracy, and risk management.
“Access to skilled talent is essential to the growth of Canadian companies and the strength of our economy,” said Patrick Searle, Chief Executive Officer of the Council of Canadian Innovators. “BorderPass is applying Canadian technology and legal expertise to make complex immigration processes easier to navigate for employers, institutions, and individuals. We are proud to welcome Sally, Josh, and the BorderPass team to CCI.”
Since 2015, the Council of Canadian Innovators has been dedicated to supporting Canada’s high-growth technology companies, working with government leaders to co-develop strategies that strengthen Canadian innovation, productivity, and long-term economic resilience.
