
CCI Welcomes Publicus to Our National Network of Innovators

The Council of Canadian Innovators is pleased to welcome Publicus and Co-Founder & Chief Executive Officer Joe Noss to our national network of high-growth technology companies.
Publicus is a government technology company helping Canadian businesses win more public sector contracts and helping governments buy more intelligently. Its AI-powered procurement platform is designed to reduce friction across the procurement process, improve how opportunities are surfaced and evaluated, and support better purchasing decisions.
Serving organizations across Canada from its headquarters in Toronto, Ontario, Publicus is working to make public procurement more accessible for vendors and more effective for buyers, with a focus on helping small and medium-sized companies compete and helping governments deliver better outcomes.
Publicus is led by CEO Joe Noss. Joe built Publicus after experiencing first-hand how complex and time-consuming government procurement can be for every stakeholder involved, especially small and medium-sized businesses. With a Master’s in Analytics and AI from the Ivey Business School, Joe’s experience building machine learning products prompted him to believe there had to be a better way for governments to purchase and for companies to compete.

Since 2015, the Council of Canadian Innovators has been dedicated to supporting Canada’s high-growth technology companies, working with government leaders to co-develop strategies that strengthen Canadian innovation, productivity, and long-term economic resilience.
