Secure Prosperity: An Open Letter to Federal Leaders from Canadian CEOs

Canadians are thinking differently; it’s time for our leaders to meet the moment.

Les Canadiens ont leur propre façon de penser ; il est temps pour nos dirigeants d’être à la hauteur de la situation.

The Buy Canadian movement is powerful and inspiring. Citizens are showing that they are on Team Canada by cancelling vacation plans to the United States and by looking for the maple leaf in the grocery aisle.

Le mouvement « Achetez canadien » est puissant et inspirant. En effet, les citoyens montrent qu’ils font partie d’Équipe Canada en annulant leurs vacances prévues aux États-Unis et en recherchant la feuille d’érable dans les rayons des épiceries.

The American trade war has been a wakeup call, and our trade policies can never be the same. This is the greatest economic crisis our country has faced since the Second World War. Canada must adapt. In this new era, sovereignty, security, and economic capacity must be at the heart of our policy decisions.

La guerre commerciale américaine a provoqué un éveil et nos politiques commerciales ne seront plus jamais les mêmes. Il s’agit de la plus grande crise économique à laquelle notre pays ait été confronté depuis la Seconde Guerre mondiale. Par conséquent, le Canada doit s’adapter. Dans cette nouvelle ère, la souveraineté, la sécurité et la capacité économique doivent être au cœur de nos décisions politiques.

For too long, Canadian government leaders have prioritized short-term economic interests and photo ops over investment into Canada’s economic well-being. Countless billions of public dollars have been spent luring foreign branch plants with little or no analysis of the economic spillover effects for Canadian workers, entrepreneurs, or value chains. Canada must update its thinking to reflect the global economy we’re actually in — where value is created and accrues differently than it did 50 years ago.

Pendant trop longtemps, les dirigeants du gouvernement canadien ont privilégié des intérêts économiques à court terme et les apparences au détriment de l’investissement dans le bien-être économique du Canada. D’innombrables milliards en argent public ont été dépensés pour attirer des succursales étrangères, avec peu ou pas d’analyse des retombées économiques pour les travailleurs, les entrepreneurs ou les chaînes de valeur de notre pays. Le Canada doit harmoniser sa réflexion avec l’économie mondiale actuelle, où la valeur est créée et accumulée différemment d’il y a 50 ans.

Now is not the time to litigate past choices, though. In the face of yet another shift in the global economy, now is the time to develop a strategy for Canadian prosperity — one rooted in better paycheques for workers and strong Canadian firms that export high-value added products globally.  This is how we create economic growth that supports the public services and social safety net that we all require and value as Canadians.

Toutefois, l’heure n’est pas à remettre en question les choix du passé. Face à une nouvelle mutation de l’économie mondiale, le moment est venu d’élaborer une stratégie pour la prospérité du Canada — une stratégie fondée sur de meilleurs salaires pour les travailleurs et sur des entreprises canadiennes solides qui exportent des produits à forte valeur ajoutée dans le monde entier. C’est ainsi que nous créerons une croissance économique qui soutiendra les services publics et le filet de sécurité sociale requis et valorisé par tous les Canadiens.

We should expect Canadian governments to show the same commitment to Buy Canadian that citizens are demonstrating with their purchases. We can support the Canadian economy by reforming government procurement to prioritize Canadian companies. Why is it easier for a Canadian company to sell to the government of Indonesia than the Government of Canada?

Les gouvernements canadiens devraient faire preuve du même engagement au mouvement « Achetez canadien » que celui dont font preuve les citoyens. Nous pouvons soutenir l’économie canadienne en réformant les marchés publics pour donner la priorité aux entreprises canadiennes. Pourquoi donc est-il plus facile pour une entreprise canadienne de vendre au gouvernement indonésien qu’au gouvernement canadien ?

At the time when our sovereignty is questioned by our largest trading partner, we expect all political parties to bring an unabashedly pro-Canadian attitude to managing our economy, particularly economic growth. Why is the federal government’s Strategic Innovation Fund still writing cheques to multibillion-dollar foreign multinationals, when it was created as a signature “Canadian innovation” program? Why are Canadian tax dollars funding academic research that ends up commercialized by U.S. tech giants? What is the government doing to ensure that Canadian university grads are looking for exciting careers in Canada?

Au moment où notre souveraineté est remise en cause par notre principal partenaire commercial, nous attendons de tous les partis politiques qu’ils adoptent une attitude résolument pro-canadienne en gérant notre économie, et en particulier la croissance économique. Pourquoi le Fonds stratégique pour l’innovation du gouvernement fédéral continue-t-il à signer des chèques à des multinationales étrangères multimilliardaires, alors que ce programme a été créé pour être l’emblème de l’« innovation canadienne » ? Pourquoi l’argent des contribuables canadiens finance-t-il des recherches universitaires qui finissent par être commercialisées par des géants américains du numérique ? Enfin, que fait le gouvernement pour s’assurer que les diplômés des universités canadiennes recherchent des carrières passionnantes au Canada ?

The economic policy decisions that our leaders make in the months and years ahead will be critical for Canada’s sovereignty and prosperity. Canadians are showing that they’re on the side of Team Canada, so during this election, we are looking to our leaders and asking:

The side of bold industrial strategy, procurement reform, domestic capacity building, and economic sovereignty?

Or the side still clinging to outdated thinking that says prosperity will come from subsidizing foreign companies to come and create jobs in Canada while wealth and prosperity flow elsewhere.

Ou celui qui s’accroche encore à la croyance désuète selon laquelle la prospérité viendra des subventions accordées aux entreprises étrangères pour qu’elles viennent créer des emplois au Canada, alors que la richesse et la prospérité s’envolent ailleurs ?

Canadians are leading through their choices. During next week’s national debate, please show Canadians the choices you plan to make to build a more sovereign, more resilient, and more prosperous Canada.
