CCI Statement on Québec’s Cabinet Shuffle
April 21, 2026
Today in Québec City, Premier Christine Fréchette unveiled the composition of her cabinet. On behalf of our members in Québec and right across Canada, CCI's Director of Québec Affairs Jean-François Harvey issued the following statement:
"The Fréchette cabinet brings welcome stability to several key portfolios, and we welcome the appointment of Bernard Drainville to the Economy, Innovation and Energy file. We look forward to working with him on the priorities of Québec's innovators: public procurement reform, the adoption of artificial intelligence in government services, and digital sovereignty, among others.
"That said, we cannot overlook a decision that gives us pause: the removal of Gilles Bélanger from cabinet and the transfer of his responsibilities to the President of the Treasury Board, France-Élaine Duranceau. With an already significant portfolio, we are concerned that critical files around cybersecurity and digital sovereignty may not receive the dedicated attention they deserve. In 2026, this signal is difficult to reconcile with the ambitions on display."
"Quebeckers will judge this government on its ability to deliver: public procurement that is accessible to homegrown companies, meaningful adoption of artificial intelligence in public services, and digital sovereignty that stands firm against today's geopolitical pressures. CCI will be an active partner in making that happen."
